Políticas Linguísticas para a Língua Brasileira de Sinais (Libras) e para a(s) Comunidade(s) Surda(s) no Brasil

In this paper, we propose to survey, identify, and analyze the official language policies at the national level aimed at Libras and the Deaf population currently in force in Brazil. Through consultation with several federal public agencies, we classified the policies and actions mentioned in the following categories: status, corpus, acquisition, and structuring language policies (Kloss, 1968; Cooper, 1997 [1989]; Barbosa da Silva, 2024). Subsequently, analyzing these policies, we realized that most of them are status and acquisition policies. Corpus and structuring policies are fewer in number and more recent. With this, we conclude that Brazil still faces many challenges in guaranteeing linguistic rights for the Deaf Community(s), despite continuous advances, with resistance to setbacks, since the approval of Law No. 10.436/2002.
