Análise das políticas públicas em saúde bilíngue para surdos no município de São Carlos - SP

This article shares results of a qualitative research on the performance of the interpreter of Brazilian Sign Language (Libras) in community practices, based on the Philosophy of Difference, in Michel Foucault, with principles of the cartographic perspective of Deleuze-Guattarine approach. The study problematized the bilingual inclusion of deaf people in the health field, describing public policies and accessibility practices. We carried out a listing of the laws that establish the linguistic rights of the deaf person in the health area, observing their application in a municipal network in the interior of the state of São Paulo, addressing the performance and challenges encountered by the Libras interpreter in this context. Data were produced by: legal provisions and official documents; data collected in semi-structured interviews and in a field diary. The analyzes were carried out by the Philosophy of Difference, by Deaf Studies and by Studies of Translation and Interpretation of Libras. The results affect health services, indicating the composition of State Racism, aimed at deaf people; the need for training interpreters and professionals in this area about the specificities of Community Interpreting (CI); and, finally, we indicate the need to establish bilingual health centers in Libras for deaf people.
