ACESSIBILIDADE PARA ALÉM DOS NORMATIVOS VIGENTES: UMA ANÁLISE DA UNIVERSIDADE FEDERAL DO CEARÁ NA PERSPECTIVA DO MINISTÉRIO DA EDUCAÇÃO E DOS GESTORES ACADÊMICOS

The objective of this article is to present a study on accessibility at the Universidade Federal do Ceará (UFC), from the perspective of the Ministério da Educação (MEC) and college directors. Analyzes of official documents that work with this topic were carried out, attempting to outline the UFC's service profile in response to the accessibility criteria established by the MEC through reports of on-site visits carried out by the MEC in the period from 2010 to 2018. Furthermore, in-depth interviews were carried out with coordinators college of courses with the highest and lowest scores for the item in question in the MEC records. The methodological strategy was qualitative field research combined with documentary research. Among the main findings, it is highlighted that most of the courses evaluated have good accessibility conditions, however the interviews revealed that institutional agents try to promote the educational inclusion of their students, although they declare that there are countless difficulties linked to the scarcity of available resources, as well as infrastructure and, above all, attitudinal issues related to the community's low subjective participatory engagement in the University's accessibility policies.
