Entre a inclusão e a acessibilidade: a educação especial nos planos de desenvolvimento dos Institutos Federais

This qualitative documentary research, adopting a descriptive and reflective approach, addresses the question: how is special education incorporated into the Institutional Development Plans (PDIs) of the 38 Federal Institutes of Education, Science, and Technology (IFs)?We investigated the different approaches taken to include special education, evaluating the scope and depth of this subject in the PDIs.The reflection on special education is grounded in theorists who have focused on this issue, providing important contributions to the development of this field.The general objective of the research was to analyze how special education is integrated into the PDIs of the Federal Institutes.The specific objectives were: to investigate the approaches adopted by the IFs in incorporating special education into their PDIs; to assess the scope and depth with which special education is addressed in these documents; and to verify the strategies and goals established in the PDIs regarding special education, highlighting similarities and differences among institutions.Initially, we selected the PDIs available on institutional websites and through the Fala.BR platform.Documentary research allowed us to contextualize the records; to this end, we used specific keywords such as 'special education' and 'disability' to identify relevant occurrences in the documents.For content analysis, we coded the data into thematic units, emphasizing the significance of the content, following Bardin (2007) and Gomes (2009).We utilized MAXQDA software to facilitate the classification and grouping of themes.Two main categories emerged from the analysis: "What the absences say," which examined the absence of the special education theme in the PDIs, and "Special education, inclusion, or accessibility: what are we talking about?" which explored the conceptual confusion between inclusion and accessibility.The reflections and inferences derived from the analysis indicated that many IFs prioritize physical ...
